10th session of the Human Rights Council

    Human Rights Agenda item 3

Oral statement on behalf of the World Alliance of YMCAs, an international non-governmental organisation with Special Consultative Status

    Thank you, Mr. President.

We affirm our unconditional commitment to the building of a more just society, promoting and defending human rights, focussing on those who are most vulnerable, dispossessed and oppressed, by the incorrect application of justice.

As such, we recognise the achievements expressed by the government of the Republic of Honduras, but we strongly question the unremitting violence against young people.

Statistics show that Honduras, regrettably is one of the most violent nation in the Western Hemisphere, together with Guatemala and El Salvador. In 2008, violence continues to target Honduran young people. It is estimated that three under-18 year olds were executed every day, and the homicide rate surpassed 60 per 100 thousands inhabitants.

As a young person from Honduras committed to defending the rights of children and young people, I declare that the proliferation of violence and the deaths of children and young people is alarming. This situation creates insecurity and concern due to a lack of information and the fact that these crimes go unpunished, even when they are linked to attacks and extra judicial executions in which the police have been involved. This is evidenced by the sentence of the Inter American Human Rights Court’s in October 2004. The state of Honduras was sentenced for the illegal detention, torture, execution, disappearance and violation of other rights of four young people — who represent the daily suffering of so many young people whose rights are cruelly disrespected.

We call upon you and this Council to demand that the State of Honduras:

    1. Adopt a (internal) security policy which includes preventative action, reactive action, rehabilitation and social reintegration.
    2. Strengthen and harmonise those institutions responsible for the safeguarding of rights and the enforcement of justice.
    3. Reduce the risk of violence against young people in its different manifestations.
    4. Strengthen the capacity of young people, promoting their participation, so that they may become protagonists of their own development.

    Thank you, Mr. President.
